Naturism in Slovenia: laws and customs

In Slovenia the 2026 law fines anyone who shows their genitals in public and disturbs someone, but it explicitly exempts naturist places. On rivers, lakes and traditional beaches, nudity is tolerated.

At a glance

  • Official naturist beaches and areasNot verified; the law exempts naturist places
  • Naturist staysAllowed: explicit exemption in the 2026 law
  • Unofficial naturist beachesTolerated (e.g. Strunjan); fine of €200–400 if someone is disturbed
  • Naked in nature, away from peopleTolerated on rivers and lakes; a fine if someone is disturbed
  • Regular beach, townFine of €200–400; €500–1,200 in towns and tourist spots with children
  • Local bansIzola bans swimwear in town: €200 fine, never issued
  • ToplessNormal on the beach
  • Sauna without swimwearSwimwear-free in some spa resorts
  • LGBTQ+ travellersNo legal risk

A Central European mood: nudity on rivers, lakes and traditional spots is normal for many; towns and the coast are stricter.

What the law says

Since 28 January 2026 the new public order law has applied (ZJRM-2, art. 9, "indecent behaviour") (PISRS, ZJRM-2):

  • anyone who "shows their genitals" in a public place and thereby disturbs or upsets someone pays a fine of €200 to €400;
  • €500 to €1,200 if they do so in towns, during public gatherings, along roads, in tourist resorts or near schools and nurseries where children gather, and in their presence;
  • these limits do not apply in places and facilities "specifically intended for the entry, stay or accommodation of people without clothes": that is, naturist venues and areas. Nor do they apply for artistic, cultural or commercial purposes.

Before that, a similar rule applied, with a fine of €208.65. According to the police (2022), the offence can only be committed in a public place: a balcony only counts if it can be freely seen from the street or a park (Ona / Delo). In practice, for a fine to be issued, someone has to feel disturbed enough to call the police.

Where you can be naked

  • Naturist stays: the law explicitly exempts them from the ban. You'll find them in the list of naturist stays in Slovenia.
  • Tolerated places: according to the Slovenian naturist federation (2022), nudity is tolerated in various nature spots. Inland: the banks of the Sava in Ljubljana (at the Črnuče bridge), Viški vintgar, the north shore of Lake Bohinj, the Soča, Nadiža and Savinja rivers, and some stretches of the Kolpa. On the coast: Strunjan below Beli križ and the beach below the walls of Piran (Ona / Delo).

It is not clear whether Slovenia has any official naturist beaches.

Tolerated beaches and bans

In the tolerated places the general rule applies: a fine is only issued if someone feels disturbed. According to some users, nudity in the centre of Koper leads to a fine, while on the unofficial nude beach at Strunjan it doesn't (Reddit r/Slovenia).

The municipality of Izola (Isola), with a regulation in force since 22 June 2021, bans walking around in swimwear in public areas away from the beaches; it is the only municipality in Slovenian Istria to do so (Občina Izola). The fine is €200, but in five years the municipal wardens have never issued it, and people generally respect the rule (Primorske novice).

Topless, towns and saunas

  • Topless: normal on the beach, according to users; full nudity is for FKK beaches (Reddit r/Slovenia). The law only refers to genitals.
  • In town: the higher fines apply in towns and tourist resorts when children are present (see above).
  • Sauna: the places nudists go also include the saunas of some spa complexes, such as Atlantis, Paradiso Terme, Terme Olimia and Savna Tivoli (Ona / Delo).

The local mood

Slovenia has a Central European culture: many people consider being naked along rivers, by lakes and in traditional spots normal, and the new law explicitly protects naturist places. Sources are few, though, and we found no surveys. In Ljubljana, for example, most online comments defend the nudists on the banks of the Sava, who have been there "forever", and see the problem rather in the voyeurs (Reddit r/Ljubljana).

The rules are stricter in built-up areas, on the tourist coast and where there are children.

Naturist associations

The national federation that is a member of the INF-FNI, the international federation, is the Zveza društev naturistov Slovenije (INF-FNI). We don't know whether venues ask for a membership card: it's best to ask beforehand.

LGBTQ+ travellers

No legal risk: same-sex relations have been legal since 1977 and joint adoption has been possible since 2022 (ILGA World Database).

This guide sums up laws and customs as we checked them on the date shown, citing the sources. It is not legal advice: rules can change.
