Naturism in Hungary: laws and customs

In Hungary simple nudity is not a crime, and in naturist zones it is the rule. Outside those places it can be treated as outrageous behaviour; topless depends on the rules of the bathing area.

At a glance

  • Official naturist beaches and areasAllowed, in fact expected (e.g. Délegyháza)
  • Naturist staysAllowed
  • Unofficial naturist beachesNot verified
  • Naked in nature, away from peopleNot verified
  • Regular beach, townPossible offence of "outrageous behaviour"; fine not verified
  • Local bansUp to the rules of bathing areas and municipalities
  • ToplessNo law bans it; allowed or banned depending on the bathing area
  • Sauna without swimwearNot verified
  • LGBTQ+ travellersNo offence, but restrictive laws on LGBTQ+ content since 2021

A conservative society: naturism is accepted in its own places, but it is a small niche and outside them it is best not to undress.

What the law says

The Hungarian Criminal Code (Btk., § 205) punishes anyone who exposes themselves indecently in front of others "to arouse or satisfy their own sexual desire": up to 3 years in prison, up to 5 if in front of a minor under 14 (Jogtár, Btk.). Simple nudity, without a sexual purpose, does not fall under this crime.

Outside naturist zones, the rule that may come into play is an administrative offence, "garázdaság" (§ 170 of the law on petty offences). It punishes anyone who behaves in a "provocative and anti-social" way that may cause outrage or alarm in others (Jogtár, Szabs. tv.). The rule does not mention nudity. It is not clear how much the fine is, nor whether it has ever been used against people who are naked.

Where you can be naked

  • Naturist zones: they are designated by the municipality or the operator of the bathing area. There, nudity is "not only allowed, but expected" (Femina). The historic centre of Hungarian naturism is the naturist oasis of Délegyháza.
  • Other places mentioned by people who go there: the naturist campsite at Balatonberény, on Lake Balaton, Szikin near Szeged and the Mindszent-Ányás beach (Reddit r/askhungary).
  • Naturist stays: you can find them in the list of naturist places in Hungary.

Tolerated beaches and bans

There is no national rule on nudity on the beach: the decree on public baths only deals with water, facilities and hygiene. In practice three things decide: the rules of the bathing area, which work like a contract with the operator; municipal regulations on public spaces and free beaches; and the designated naturist zones (Femina).

It is not clear what happens on unsigned beaches. Outside the designated places, nudity can be treated as outrageous behaviour.

Topless, towns and saunas

  • Topless: no law bans it. It depends on the rules of the bathing area: if they require "complete swimwear" (hiánytalan fürdőruha), it is not allowed. According to Femina it is widely accepted on the big free beaches of Lake Balaton, such as Zamárdi and the Plázs in Siófok. At family beaches, staff may ask you to cover up if someone complains. In thermal baths and indoor pools it is banned (Femina).
  • Sauna: it is not clear whether saunas without swimwear are common.

The local mood

In Hungary naturism is accepted in its own places, but it is a small, ageing niche: those who go describe a "very welcoming" community with few people in their twenties and thirties, and in discussions the tone is one of curiosity and a little irony, not hostility (r/askhungary, 2025). Society, though, is culturally conservative: topless is tolerated on the big Balaton beaches, but outside designated places it is better not to undress.

In official places anyone staring or taking photos is not tolerated, but you may come across pushy men who approach couples and women.

Naturist associations

The national federation that is a member of INF-FNI, the international federation, is the Federation of Naturists in Hungary (INF-FNI). We do not know whether places require a membership card: it is best to ask beforehand.

LGBTQ+ travellers

Same-sex relations have been legal since 1962. Since 2021, however, Act LXXIX has banned making content that "promotes or portrays" homosexuality or gender reassignment accessible to minors; the European Commission has taken the case to the Court of Justice of the EU (ILGA World Database). The law on assembly also bans demonstrations that break that ban (Jogtár, Gyülekezési tv.). For an adult traveller there are no known offences linked to sexual orientation, but the legal climate is restrictive.

This guide sums up laws and customs as we checked them on the date shown, citing the sources. It is not legal advice: rules can change.
