Naturism in Colombia: laws and customs

In Colombia, since 2023, the Police Code only punishes exhibitionism aimed at harassment, not simple nudity. But naturism remains a little-known niche that lives in private homes and places.

A very religious country, where naturism is a little-known niche and public nudity remains outside the norm.

What the law says

The National Police Code (Law 1801 of 2016) forbids, in public space, in places open to the public and in private places "que trasciendan a lo público", to "Realizar actos sexuales o de exhibicionismo que generen molestia a la comunidad". The fine is type 3, that is eight daily minimum wages. The same rule specifies that kisses and caresses are neither sexual acts nor exhibitionism, whatever the gender, orientation or identity (Función Pública, Ley 1801 de 2016).

In 2023 the Constitutional Court changed the rule (ruling C-069/23). It struck out the words "que genere molestia a la comunidad", as "ambigua, vaga e indeterminada". And it ruled that the ban on exhibitionism applies only when genitals are exposed "para generar acoso o violencia sexual". In practice, simple nudity, without a sexual purpose, can no longer be fined under this rule. The press headline was "Salir desnudo ya no se podrá penalizar". The fine for sexual acts in public remains.

We have not checked any Criminal Code provisions on obscene acts.

Where you can be naked

We found no official naturist beaches. Naturism lives mainly in private houses and places: the ones in our list are a house in Bogotá and one in Nemocón, in Cundinamarca. You can find them in the list of naturist places in Colombia.

Topless, towns and saunas

The 2023 ruling also grew out of a topless case: the petitioner cited a tourist who was fined in 2021 for going bare-chested, as a protest, on a Colombian beach. So the police were using the old rule against bare breasts too. We found no sources on saunas.

The local mood

In Colombia naturism is a little-known niche that lives in private houses and venues. It is a very religious country (for 57% of Colombians religion is "very important") and, although since 2023 the police code only targets exhibitionism aimed at harassment, public nudity remains outside the norm.

We found no surveys on nudity, and personal accounts are few: people who talk about it online show curiosity and share some positive experiences, but few know of places to practise it (Reddit, 2026).

Naturist associations

The Federation of Naturism and Nudism of Colombia is part of INF-FNI, the international federation (INF-FNI).

LGBTQ+ travellers

No legal risk: same-sex relations have been legal since 1981, and same-sex couples have been able to adopt since 2015 (ILGA).

This guide sums up laws and customs as we checked them on the date shown, citing the sources. It is not legal advice: rules can change.
